Mikoto Misaka est une jeune fille étudiante dans la Cité Scolaire. Cette ville gigantesque accueille les espers, des personnes douées de dons particuliers, afin qu'ils puissent y étudier et développer leurs aptitudes. Ces espers sont classés en fonction de leur niveau : du plus bas, 0 (absence de don), à 5, le maximum ayant été observé. Mikoto étudie au collège Tokiwadai, établissement exclusivement réservé aux filles qui exige de ses étudiantes d'être au moins de niveau 3. Elle a la capacité de contrôler les champs électriques et magnétiques et est classée troisième parmi les sept espers de niveau 5 que compte la ville, signifiant qu'elle est l'un des plus puissants. Elle loge avec sa colocataire, Kuroko Shirai, esper de niveau 4 qui possède le don de téléportation et fait partie de Judgment, une organisation chargée de mener des enquêtes afin de régler les problèmes internes de la Cité scolaire. Toutes les deux, accompagnées de deux autres de leurs amies, vont enquêter et essayer de résoudre différentes affaires allant de la simple délinquance au complot mettant en danger la Cité tout entière.

Tōma has gotten himself injured due to the 'Imouto' incident, Mikoto feels partly responsible for this & offers her help by taking care of the daily activities instead of Tōma and perhaps even changing Tōma's concept of herself, in what it's starting to become a cute slightly romantic (and 100% work safe) evening.
